Clean water, steady pressure, from the main to the field.
Northstar General Contractor is an Oregon water contractor for cities, water districts, farms and landowners. We install and repair water lines, valves and pump stations, disinfect new mains, wells and tanks, keep pressure-reducing valves holding steady, and build irrigation and stock-water systems.

What we do
Most of our work is the part nobody notices once it's done: a new main that passes its bacteria test the first time, a PRV that holds pressure through the night, irrigation water where the crop needs it. We bid from the plans, show up when we said we would, and leave the site clean.

Water systems
For cities, water districts, developers and private water systems.
Water and sewer pipelines
New mains and service lines installed, repaired or replaced. Ductile iron, PVC and HDPE, restrained and pressure tested to the plans.
Valves and hydrants
Gate, butterfly and air-release valves and fire hydrants set, repaired or replaced, often without shutting down the whole system.
Pump stations
Pumps, piping, controls and startup for new booster and lift stations, build, pump skid units and rebuilds of the ones that are wearing out.
Treatment plants
Yard and process piping, chemical feed lines and valves for water and wastewater treatment plant construction and upgrades.
Main breaks and leaks
Repaired at any hour, then flushed, disinfected and put back in service. Call the emergency line and a crew is on the way.
Chlorination and disinfection
New and repaired mains, wells, reservoirs and tanks, disinfected before they go into service.
Disinfection of new and repaired mains
Chlorinated, held for the full contact time, flushed and dechlorinated before discharge, then sampled for bacteria, following AWWA C651.
Well disinfection
Shock chlorination of new, repaired and contaminated wells, followed by flushing and a water test, following AWWA C654.
Reservoirs and storage tanks
Tanks and reservoirs disinfected after construction, inspection or repair, following AWWA C652.
Chlorinators and chemical feed
Hypochlorite feed pumps, injection points and contact piping installed, calibrated and serviced.
Pressure-reducing valves
PRV stations for water districts, subdivisions, commercial sites and irrigation systems.
PRV stations
New stations built with main and bypass valves, isolation valves, strainers and gauges, and set to the pressures on the plans.
PRV repair and rebuilds
Diaphragms, seats and pilots replaced, so a valve that sticks or hunts holds steady pressure again.
Annual PRV service
Pilots and strainers cleaned and setpoints checked at every station, with a written record you can hand to your board or inspector.
Relief and sustaining valves
Pressure relief, pressure sustaining and altitude valves serviced along with the PRVs that protect the same system.
Agricultural water
Farms, nurseries, vineyards and ranches.
Irrigation mainlines
PVC and HDPE mainlines, risers, valves and hydrants for pivots, wheel lines, solid set and drip.
Irrigation pumps and controls
Pumps, motors, pressure tanks and variable-speed controls installed or replaced, sized to the system they feed.
Stock water
Lines to troughs and tanks, float valves and frost-free hydrants, so livestock have water in every season.
Backflow protection for irrigation
Assemblies installed and tested where irrigation connects to a public water supply or where fertilizer is injected.
Backflow assembly testing
$40 per test, pre-paid or paid when done
Most water suppliers require backflow assemblies to be tested when they're installed and once a year after that. Send the request here and we handle the rest. 2% discount for military & families, first responders, and teachers. We plant 1 tree for each backflow test.
Send the request
Tell us where the assembly is and how to reach you.
Pay the $40 fee
We email an invoice. You can also pay by phone through the office.
We test the assembly
A certified tester comes out and tells you the result on site.
We file the report
The test report goes to your water supplier, with a copy to you.

$340 per license, paid in advance
For small water and sewer utilities that bill from a spreadsheet today. It takes the meter readings, applies your rates and prints or emails the bills, so billing day stops eating the week.

- Import meter readings from a spreadsheet or a handheld reader file
- Water and sewer rates with base charges, usage tiers and minimums
- Bills printed or emailed, with balances carried forward
- Payments, late fees and adjustments posted in a few clicks
- Past-due and shutoff lists when you need them
- Monthly reports on usage, billing and receivables for your board
